    ...HIGH WIND WARNING REMAINS IN EFFECT FROM MIDNIGHT TONIGHT TO
    2 PM PST MONDAY...
    
    * WHAT...South winds 25 to 40 mph with gusts 45 to 65 mph
    expected.
    
    * WHERE...Sacramento Valley, Carquinez Strait and Delta and
    Northern San Joaquin Valley Counties.
    
    * WHEN...From midnight tonight to 2 PM PST Monday.
    
    * IMPACTS...Damaging winds will blow down trees and power lines.
    Widespread power outages are expected. Travel will be
    difficult, especially for high profile vehicles.
    
    * ADDITIONAL DETAILS...Saturated soils will allow for trees to
    topple more easily during this wind event. The strongest winds
    will be overnight tonight. Strongest winds will be in the
    southern Sacramento Valley and northern San Joaquin Valley.
    
    PRECAUTIONARY/PREPAREDNESS ACTIONS...
    
    People should avoid being outside in forested areas and around
    trees and branches. If possible, remain in the lower levels of
    your home during the windstorm, and avoid windows. Use caution if
    you must drive.

    ...FLOOD WATCH REMAINS IN EFFECT THROUGH WEDNESDAY AFTERNOON...
    
    * WHAT...Flooding caused by excessive rainfall continues to be
    possible. Flash Flooding of the Yolo Bypass is likely late Monday
    morning following the opening of the Sacramento Weir gates.
    
    * WHERE...Sacramento Valley, Northern San Joaquin Valley, Carquinez
    Strait and Delta, Motherlode, Sierra Foothills, and the Mountains
    of Southwestern Shasta County to Western Colusa County.
    
    * WHEN...Through Wednesday afternoon.
    
    * IMPACTS...Excessive runoff may result in flooding of rivers,
    creeks, streams, and other low-lying and flood-prone locations.
    Creeks and streams may rise out of their banks. Flooding may occur
    in poor drainage and urban areas. Low-water crossings may be
    flooded. Storm drains and ditches may become clogged with debris.
    Extensive street flooding and flooding of creeks and rivers are
    likely. Area creeks and streams are running high and could flood
    with more heavy rain. Continued rises on mainstem rivers will lead
    to several river forecast points rising above flood stage,
    especially along the Cosumnes, Mokelumne, and Tuolumne Rivers.
    Flash flooding of the Yolo Bypass will occur late Monday morning
    following the Sacramento Weir opening. Water levels in the Yolo
    Bypass from West Sacramento south will rise rapidly.
    
    * ADDITIONAL DETAILS...
    - Several more rounds of moderate to heavy rain are forecast
    across interior NorCal into next week which will lead to
    rises on area rivers, creeks and streams.
    - Sacramento Weir opening will lead to localized flash
    flooding in the Yolo Bypass

    You should monitor later forecasts and be alert for possible Flood
    Warnings. Those living in areas prone to flooding should be prepared
    to take action should flooding develop.
